# Package specified with specific version should not be upgraded

I had a version 1.5.7 of terraform set, but `flox upgrade` did upgrade it because defined version is no longer available in Flox. TF after 1.5.7 is non-free, so I had to do inline.packages trick. Flox 0.3.4
